At this point I would like to confirm this bug. Updates are currently
impossible after a fresh install of Kubuntu. This does not apply to the
beta, but also the final version.

I had this problem on both a Thinkpad laptop and a couple Virtualbox
installs (to confirm and reconfirm).

Muon will just stall at some point. You need to kill Muon and run "sudo
dpkg --configure -a" on the command line.

Does this happen every time, or are there instances where an upgrade
will work? Could anyone please comment if they were successful in
upgrading after a first install?
