[Bug 942102] [NEW] Notifications have no alert sounds

Public bug reported:

In 12.04 Precise, any notifications that appear have no sound alert with
them.  For example, in the kmail send-confirmation dialog, or Quassel's
highlight notifications.

This was working fine in Oneiric.  Two of my machines that were upgraded
to Precise now have the same problem.
