I also have this "bug", it's related to multiarch against -dev packages
conventions.

One solution would be to provide a link to all arch in -dev package even
if .so are missing on the system.

Or create a new <package>-multilib-dev with symbolic links (eg: libqt4
-gui-multilib-dev:amd64, libqt4-gui-multilib-dev:i386, etc...).
