[Bug 1088479] [NEW] consolidate netbook settings into desktop where possible

Public bug reported:

parts of the netbook settings, such as the plasma init scripts, should
be in the desktop settings package as one can switch from desktop to
netbook manually in which case we want a kubuntu netbook experience.
