The easiest way to trigger the bug is to open a non-existing file from
the command line, e.g.,

$ vlc i-do-not-exist.avi

I can confirm that

$ LIBOVERLAY_SCROLLBAR=0 vlc i-do-not-exist.avi

works fine.
