[Bug 857377] [NEW] 4:4.7.4-0ubuntu3 FTBFS on powerpc (and probably armel)

Public bug reported:

debfx introduced a better patch than I did, but the side effect is that
the -doc package is now rebuilt, and it timeouts as before.

The fix (decision on Monday) will be either to revert its patch, or get
a better fix;
