KDE developers says it's disabled in Kubuntu, not in upstream: https://bugs.kde.org/show_bug.cgi?id=272225
"I think Ubuntu guys decided to disable the checkbox because changing between user <-> system scope is not well tested yet. Creating user or system connections from scratch works without problems."

Maybe it's possible enable this checkbox at least for new connections?
