[Bug 818972] [NEW] Screen power management accidently activated by closing/reopening laptop lid

Public bug reported:

Kubuntu natty narwhal, Ati Radeon X1250, Open source driver, kdebase-
workspace 4.6.2a-ubuntu5.1

When the laptop lid is closed and then reopened, the DPMS power
management will be enabled. I have disabled screen power management in
my energy profile using systemsettings->power management, which works
fine at first:

<21:22:02> alex at firefly:~$ xset q|fgrep -A1 DPMS
DPMS (Energy Star):
  Standby: 600    Suspend: 600    Off: 600
  DPMS is Disabled

After closing and reopening the lid, dpms is enabled (and the screen
will be turned off after 10 minutes):

<21:22:05> alex at firefly:~$ xset q|fgrep -A1 DPMS
DPMS (Energy Star):
  Standby: 600    Suspend: 600    Off: 600
  DPMS is Enabled
  Monitor is On

When i turn energy management on in systemsettings and then turn it back
off again, everything is fine (the time-outs have been changed, but that
doesn't matter if dpms is disabled) :

<21:22:28> alex at firefly:~$ xset q|fgrep -A1 DPMS
DPMS (Energy Star):
  Standby: 21600    Suspend: 32400    Off: 43200
  DPMS is Disabled

I would expect dpms to stay disabled, regardless of myself closing the
lid or not.
