[Bug 710378] [NEW] Tab sequence is not correct

Public bug reported:

Binary package hint: userconfig

When creating a new user, the tab sequence is not correct. The first
selected field is not visible. After I select username and tab, it focus
the enable/disable radio. After tab, it selects uid (and so on...)

Please, sincronize the tab sequence with the gui sequence.
