[Bug 903629] [NEW] Reconnecting kmail needs to go offline first

Public bug reported:

When the connection to a (IMAP) server is lost nad a message needs to be
retrieved, a warning is shown telling: 'Cannot getch item in offline
mode'. If/when the server is available (again), kmail needs to reconnect
to that server.

But, in the File menu the 'Work Online' item is not available. First
'Work Offline' needs to be clicked before 'Work Online' can be clicked.

It would be expected that the 'Work Offline' item is automatically
replaced with the 'Work Online' item when the connection with the server
is lost.
