I followed your suggestion and filled a report at https://bugs.kde.org
I don't agree mine is a feature request: I still think this is a bug.  Some applications may rely on this mechanism, eg. to start
a backup procedure.
Although  kubuntu hasn't got the manpower needed to fix it, I suggest to change the status of my report from "Invalid" to "confirmed" as long as you can reproduce the bug following the procedure I described in "Bug 271731" at https://bugs.kde.org
