[Bug 757484] [NEW] Locales cannot be installed in Kubuntu 11.04

Public bug reported:

I tried to add czech language, but when I tried to use Kubuntu dialog in systemsettings, it says: 
"Another application seems to be using the package system at this time. You must close all other package managers before you will be able to install or remove any packages."

But I do not have running any package manager nor apt in terminal etc.
