Public bug reported:

Binary package hint: kate

In the Tools menu "highlighting" exists, but it does not drop into its
submenu with all the types of highlighting available. Also, you can add
the "highlighting" button to your toolbar, but it also does not dropdown
into a list of languages that you can do highlighting for.

I would expect a list of languages that kate can do highlighting for
under Tools>Highlighting to appear so I can choose which highlighting
style to use when it does not auto-detect the correct style.
