Public bug reported:

Binary package hint: plasma-widget-networkmanagement

Clicking the "enable wireless" button in the Network Management plasma
applet does not enable wireless. The "+ Show More" button is missing
from the applet, and is briefly visible when trying to check the box to
enable wireless. The button immediately disappears and wireless is not
enabled.

The proprietary wl module is loaded and in use, according to Proprietary
