Amarok will have transcoding in the 2.4 release, so these will certainly
be necessary at some point.

Just for clarification:
Did you install Ubuntu or Kubuntu? If it is the former, you install the gstreamer codecs when installing Maverick, but Amarok and Kubuntu requires the codecs for the xine backend. Are you sure it asks for "encoding" packages or isn't it just suggesting you install the libxine1-ffmpeg package?
