Then it's bug maybe already fixed in KDE 4.5.2, but it's still issue in Kubuntu Maverick with KDE 4.5.1 and definitely will be problem for users, if this problem not will be fixed in release, bacuse if user remove panel, they can not add it back. 

I successfully reproduce this issue both of the clear Maverick
installation and Lucid to Maverick upgrade.
