[Bug 639726] [NEW] Bad syntax in debian/copyright

Public bug reported:

The debian/copyright file has bad syntax for some License lines.

"LGPL2 or later" should be "LGPL-2+"
"GPL-2 or later" should be "GPL-2+"

And the long description for the GPL license should include the full
boilerplate like the LGPL one does, not just the pointer to common-
licenses.
