[Bug 635973] [NEW] Ctrl +W doesn't close last tab

Binary package hint: rekonq

Ctrl +W is "Close tab", but when there is only one tab, it doesn't do
that.  It instead closes the old tab and opens a new one.  This is
unfortunate and not consistent with how modern browsers that people
commonly use (Firefox and Chromium) behave.
