Public bug reported:

Binary package hint: kpackagekit

KPackageKit's software management fails to the download updates.

"The package download failed.
Please check your network connectivity.

E: Error http://no.archive.ubuntu.com/ubuntu/ maverick-updates/universe cups-ppdc amd64 1.4.4-6ubuntu2.2
403 Forbidden"

I managed to update the system by running: sudo apt-get update && sudo
apt-get upgrade

But it said:

"The following packages have been kept back:
  cups linux-generic linux-headers-generic linux-image-generic
0 upgraded, 0 newly installed, 0 to remove and 4 not upgraded."

"The process is very simple. Note that in the first few lines, apt-get
says that some packages were kept back. This means that there are new
versions of these packages which will not be installed for some reason.
Possible reasons are broken dependencies (a package on which it depends
doesn't have a version available for download) or new dependencies (the
package has come to depend on new packages since the last version)."
