[Bug 585451] [NEW] kubuntu-kde4-desktop package creates .kde folder owned by root, not user

Public bug reported:

Repro steps:
1- Install Ubuntu 10.04 (not Kubuntu) on a clean 32-bit machine
2- open a console window as normal user (not root)
3- sudo aptitude install kubuntu-kde4-desktop kate
4- kate
5- observe lots of error messages.
6- cd
7- ls -al
8- observe that the ".kde" folder and its contents are owned by "root", not the normal user.

Expected results:
The "~/.kde" folder should be owned by the user in whose home folder it is created, not by root. kate, and many other KDE apps fail to work properly if they cannot access the contents of the "~/.kde" folder.

Workaround: (This fixes the problem, but is not intuitive to normal users)
cd ~/.kde
sudo chown -R username:username *
