Thanks for the instructions on using apport. Maybe I misunderstood part
the process, but Kate (and other KDE apps) don't seem to trigger the
apport service.  Instead the KDE Crash Handler pops up.  Oddly,
following the  instructions (  Install Debug Symbols) causes another
segmentation fault, from "kpackagekit" (Apport pops up for this one but
complains  "The program crashed on an assertion failure, but the message
could not be retrieved. Apport does not support reporting these
crashes").

Back to the Kate bug.  It turns out the cause was lack appropriate
permissions to the ~/.kde  which was owned by root in this account.   It
would be more appropriate to open a new bug report with the correct
description.  I will leave the status of this one as Invalid.
