[Bug 540194] [NEW] plasma-netbook defaults to newspaper not launch page

Public bug reported:

Binary package hint: kdebase-workspace

plasma-netbook should default to the launcher page not the newspaper
page.  This was patched upstream and our patch
kubuntu_106_netbook_layout.diff should make this so, but it doesn't seem
to happen.
