[Bug 538512] [NEW] Preconfigure font rendering settings

Public bug reported:

Binary package hint: kdebase

The default setting in systemsettings is to use the "system default" for
font rendering. This may seem correct but when you visited the font
configuration page in systemsettings for once and then logout and log
back in or reboot the next time, the font configuration is different and
ugly. We should do the same as Ubuntu and preconfigure for RGB subpixel
hinting and slight hinting which looks best for most people and won't
change after relogging to the system after visiting the configuration
page.

In the future we should also consider changing the default font, e.g. to
Liberation Sans 9px or Droid Sans which look a lot better and more
modern.
