[Bug 534106] Re: kdebase runtime updates wants to install un needed programs

kdebase-runtime now recommends kubuntu-debug-installer to allow the
crash hander to install debug symbols, this uses kpackagekit.  If you
don't want this installed then install with --no-recommends
