Public bug reported:

Binary package hint: kdebase-runtime

When pulseaudio dies or is killed, a knotify4 process starts. This does
nothing that I can observe except eat a lot of CPU – 30-40% on a 1.5GHz
Core2Duo, to be precise. This does not stop until the knotify4 process
is killed.

What ought to happen: I've no idea. I don't know what knotify4 is
supposed to do. But it shouldn't hog your CPU.,
