Since you claim the way to install KTorrent on Windows is to use that
installer, at the very least your download page has a bug since that
information is incorrect.

It is also non of my business whether the KDE installer you claim should
have ktorrent has ktorrent or not. I imagine since you are not the
maintainer of that KDE installer that the maintainer chose to not
include it for some reason. If you feel you should be included in the
KDE installer, that is an issue you should raise with them, not me.
