Public bug reported:

Binary package hint: kdebase-workspace

After a period of use Plasma's CPU usage increases to between 40% and
50%, i.e. 80% to 90% on one core. This has only started happening since
upgrading to Lucid (prior to Lucid I was using Karmic with a hand-rolled
custom kernel). I'm not sure what initiates the misbehaviour. I suspect
that waking from sleep may be one, but not the only trigger, although I
am not sure about this.

Killing and restarting plasma seems to solve put things right for a
while. I find that I have to do this several times a day.
