This is a problem with the python-apt-based PackageKit backend reporting
the package as upgradeable. (The in-progress aptcc backend successfully
notes the blocked status of held updates)

** Package changed: kpackagekit (Ubuntu) => packagekit (Ubuntu)

** Changed in: packagekit (Ubuntu)
   Importance: Undecided => Low

** Changed in: packagekit (Ubuntu)
       Status: Confirmed => Triaged

** Summary changed:

- Kubuntu updates do not respect "hold" state of packages.
+ PackageKit does not respect "hold" state of packages.
