I think this bug is really about a poor UI design or the lack of hints /
documentation.

The "Configure Launches... Environment" drop list allows you to choose
from a list of configured "Environment Groups".  Initially there is only
one "Environment Group" available, called "default".

I discovered that you can create more "Environment Groups" from the
"Settings --> Configure KDevelop --> Environment" dialog.  Once you have
a new "Environment Group" defined, you can add environment variables to
it.  Your new "Environment Group" will now show up in the  "Configure
Launches... --> Environment" dialog.

In the end the feature does work.
