Please sync choqok 0.9.81-1 (main) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:
The only change ubuntu has is source format v3.0 which can be dropped.
Also https://edge.launchpad.net/ubuntu/+source/qoauth needs to be promoted to main first,for which the mir is here : https://bugs.edge.launchpad.net/ubuntu/+source/qoauth/+bug/607864
