Thomas, it's affect Kubuntu-meta, because even language package is
installed, installed language not selected, and user must go to System
configuration, and select system language by hands (just like in comment
10).

+ 2. Even language package is installed (from DVD or from Internet, if user use disktop-cd for installation), installed language not selected, and user must go to System configuration, and select system language by hands (just like in comment 10)
