[Bug 504159] [NEW] Copy tasks to & from same device shouldn't run parallel

Public bug reported:

Binary package hint: kdebase

In Dolphin, when I copy folders to a USB storage device by dragging and
dropping them one at a time, Dolphin tries to copy all of them
concurrently. This takes a lot longer than when I only allow one copy
operation to run at once. Copy operations should wait in a queue if
either device is already running at full bandwidth.
