[Bug 525367] [NEW] kdelibs5-dev should depend on libattica-dev

Public bug reported:

The package kdelibs5-dev should depend on libattica-dev.

$ grep attica /usr/include/knewstuff3/uploaddialog.h
#include <attica/provider.h>

As you see, this file from kdelibs5-dev includes another from libattica-
dev. I was unable to compile kdevplatform from SVN because of this.
