Interesting (and probably off-topic), I was just on the Add Widget dialog bar 
and noticed similar behaviour with the widgets' tooltips. Sometimes if I 
scroll the widget list with the mouse wheel, the tooltip appears in the top 
left corner, or on the last place it appeared before (if I moved the mouse 
pointer). It isn't a consistent problem, while with the knetworkmanager is, so 
they may not be related at all.
