[Bug 520984] [NEW] No Window Tabbing in KDE4.4

Public bug reported:

I've updated to all of the new KDE4.4 packages (and the current Feb 12th
version of every other package) in Lucid and completely rebooted, but
I'm not seeing the hyped "window tabbing" feature when I right-click the
window titlebars.

Also, the middle mouse button does not initiate a window tabbing drag
(appears to do nothing). If I override the settings and configure the
right-mouse button to initiate window tabbing drags, it also does
nothing.

I've disabled desktop-effects and re-tested, in case some effect was
overriding the behavior, but I see no change.

It seems as if this KDE4.4 feature is missing.  Other things, like
maximizing by dragging to the top or doing side-by-side views by
dragging to edges work fine.

Could there be some other option that's conflicting?  I don't really
consider this a very customized install.
