[Bug 694738] [NEW] New plasmoids don't appear in panel until plasma restarted

Public bug reported:

Binary package hint: kdebase-workspace

When I drop a new plasmoid onto the bottom bar, it does not appear until
I have restarted my KDE session.

This is a regression from Lucid.

Steps to reproduce:

1. Panel options -> Add widget, drop a widget onto the panel (e.g. keyboard layout switcher).
2. Nothing happens.
3. Log out of the KDE session and log back in.
4. The widget appears.

Expected behaviour:

The widget should appear instantly.
