I wonder if this has to do with "not put quotes around the text"
(underneath the hood at the command line level).

For example, using another text-to-speech program (espeak), if you go to
a command prompt and type:

espeak How are you doing

all you hear is "how".

but if you type
espeak "How are you doing"  (with quotes around what you want it to speak).

You hear the whole sentence.
