Binary package hint: kubuntu-notification-helper

After a fresh install of beta 2 in French without network access I
should have to install some more language packs for complete support.
The file /var/lib/update-notifier/user.d/incomplete-language-support-
qt.note exists but no notification is given by kubuntu-notification-
helper.
