I don't believe there's an official policy, but in general versioned
dependencies are given when an application  isn't compatible with all
versions of it's dependency.

Say for example if foobar depended on a feature from libfoo 2.0, then it
would Depend libfoo (>= 2.0)

But since Konqueror and libkonq5 are both built from the same source
package, kdebase, it can be assumed that they are built together and be
compatible with each other.
