[Bug 428521] [NEW] [Karmic] kpackagekit always chooses the slowest most overloaded server when left set to US server

Public bug reported:

This problem has been happening since day one with Karmic, but now it
has gotten completely out of hand.  Today there were 120+ updates
available, so I selected them and chose to apply.  I left the office for
over two hours.  Came back to find only 23% had downloaded.  I have a
wireless broadband connection and I can download a gig in under 45
minutes from most sites.  Kpackagekit seems to choose the deadest, most
overloaded server in the list.  This has happened to me repeatedly, but
today was the last straw.  I'm now manually changing the server to
something useful.  If you cannot do load balancing correctly, don't even
try!
