This is an easy fix, I had the same problem and resolved it by finding the correct address for the filter.  Choose from one of those listed here:
http://blocklistpro.com/download-center/ip-filters/
Enter the url of the list you chose into the IPFilter Plugin configuration.  Click Download/convert. 

I don't know why ktorrent is releasing (even newest beta) versions with
an outdated filter url but that's the issue.
