Public bug reported:

Binary package hint: plasma-widgets-workspace

Package hint: plasma-widgets-workspace, version 4:4.3.2-0ubuntu7 (latest for Kubuntu Karmic as of writing)
Procedure:
>Set the panel to "Auto-hide".
>Change the desktop dimensions (change resolution, switch to external monitor, etc...) - since the KDE display settings are broken for me, I use 'xrandr --output VGA1 --auto --output LVDS1 --off', which switches the desktop from 1280x800 to 1680x1050.
>Observe as the panel will no longer come up on mouse-over on the screen edge.
Note: I have the panel on the right edge, but moving it back to the bottom results in the same behaviour.
Workaround:
If the panel contains Kickoff menu, you can bring it up with Alt+F1, this will bring up the panel and restore correct functionality until next resize/rotate.

** Affects: kdebase-workspace (Ubuntu)
     Importance: Undecided
         Status: New
