Public bug reported:

When using gdm instead of kdm as login manager, a user's KDE menu lacks
of items for system shutdown and restart. It is only possible to log out
(back to gdm), suspend or hibernate the system. Using kdm instead of
gdm, the menu items are there as they should.

The problem occurred on October 23, 2009 with Ubuntu Karmic release
candidate and installed kubuntu-desktop metapackage.
