[Bug 459699] [NEW] Allow to add trackers to 'private' torrents

Binary package hint: ktorrent

Many popular bittorrent clients allow to override privacy flag and add
more trackers. KTorrent, however, enforces 'privacy' settings and
doesn't this. The main reason for this request is ability to add
retrackers, which speedup downloading and save ISP bandwidth.

PS. I'm using Kubuntu Jaunty and ktorrent-3.2.4-jaunty~ppa1, but it's
not specific for this feature request.
