Public bug reported:

Binary package hint: kdebase

If using the default GDM in Ubuntu Karmic, there is not option to shutdown/reboot offered from within KDE.
Neither in the "Leave" menu, nor in the pop-up window after hitting C-Alt-Del.
These kind of bugs appear repeatedly. See

https://bugs.launchpad.net/ubuntu/+source/kdebase/+bug/64695
https://bugs.launchpad.net/ubuntu/+source/kdebase/+bug/136987

and their duplicates. People on IRC guess that it is the incompatibility
between GDM protocol changed in > 2.22 and KDE.
