Public bug reported:

Binary package hint: kdebase

I'm using Ubuntu 9.10 Beta. All files copied from CD or DVD (read only
medias) to hard drive are always with read only permissions. Too many
other OS (including Ubuntu with Gnome) changes the permissions of files
to read and write in situations like this, and it is very useful and
important to many users.

Thanks for your attention and congratulations for the great work of the
Kubuntu developers.
