2 thoughts on this:
1) kwallet/kmail got every right to be a PITA. If you do not store your password in the wallet, it will be stored in plain text, which is rather undesirable
2) kubuntu-default-settings in karmic comes with a default wallet, without password having 2 essential side effects .... for one it gets rid of the first start wizard of kwallet, and for another it makes it easier to use 

So, I, for one, consider this issue fixed by kubuntu-default-settings'
default wallet and invalid since kmail has every right to be anal about
the user's passwords ;)
