[Bug 488180] [NEW] kppp unable to re-open USB port after modem disconnect and reconnect

Public bug reported:

Binary package hint: kdenetwork

After disconnecting and reconnecting my USB modem, I am required to
change my modem's port to the next port number - e.g. /dev/ttyACM0 ->
/dev/ttyACM1. It appears the original port isn't released when the
device is unplugged.

Seems more likely to be a USB issue than a kppp issue but it directly
impacts kppp usability on disconnect
