I see the same thing here on Karmic 9.10 using the attached file.

/tmp$ unzip *.zip
Archive:  测试.zip
 extracting: ??-?1.txt
 extracting: ??-?2.txt


** Changed in: unzip (Ubuntu)
       Status: New => Confirmed
