If someone decides the resolution of this bug is really to disable the
Search tab rather than make htdig a dependency...

, if you don't have anything useful in
${DATA_INSTALL_DIR}/khelpcenter/searchhandlers , then KHelpCenter calls
hideSearch().  This directory isn't installed on Windows, hence there's
no Search tab in KDE-Windows.  I think renaming it or its contents to
searchhandlers_DISABLED would do the trick in Kubuntu.
